When I upgraded to the latest dev version, i noticed that when i edit the base rates there is a double March month but both have different IDs so it causes the rates to go out of synch.

Fixed in dev, issue was down to use of format_date and timezone handling.
Have used date_t instead as we don't care about timezones.
