To recreate issue: Create a discount rule where a "Required products" selection is made, and a "Discounted products" selection is made. Save the form. Edit the new rule and the "Required products" multi-select selections are lost, and appear under the "Discounted products" multi-select. The original Discounted product selections remain, but the Required product selections are added to the set.

Note: this issue only appeared when "Filter by SKUs" was selected on the "Required products" filter selection. Filtering by product name did not cause an issue.

I am also having this problem with 2.4.
It is hardly possible that it is solved in -dev because the last one was published just the day after the release of the stable.

Just to add a little bit to this.

I was experiencing the exact same issues noted above. The only resolution for my site was to use different "Filter by"s in each fieldset. If both filters were set to the same value (i.e. "filter by skus") then the reported issue took place.

If I set Required Products to "Filter by Products" and Discounted Products to "Filter by SKUs" everything worked as expected.
