Move uc_order_comments_load/save() to Order entity

Two more methods that can be moved to the Order object. These should probably be split into separate methods for customer and admin comments.

Alternatively, maybe we need a new lightweight OrderComments entity to store these? The core comment entity just doesn't seem suitable for us right now unfortunately.
