Cybersource SOAP SSL fix [#2236947]

Using uc_cybersource with SOAP connection recently started to fail for us when getting the WSDL file over SSL. We're guessing they changed something relating to Heartbeat upgrades.

RC4 is a known weak cipher in SSL. You couldn't do a 3DES or AES instead?

I did not try other ciphers.
