ERR_CONNECTION_REFUSED

translate-this.js:2 GET http://85.17.190.170:9012/socket.io/1/?t=1471591256035 net::ERR_CONNECTION_REFUSED

When hover on dropdown of language Translation is gives me error Failed to load resource: net::ERR_CONNECTION_REFUSED

Translation is not working i tried with fresh drupal install but gives me same error.
