Problem/Motivation

Following on from #3423080: Add .gitlab-ci.yml we need a phpcs.xml.dist file configured as it was in core, or in such a way to get phpcs passing. Alternatively we can fix the issues reported by phpcs.

Again we probably need to update the docs to ensure we do the same for other modules we deprecate.
