tmgmt_oht 7.x-1.0-beta2

This release fixes many bugs and introduces a number of big new features and changes:

* Use of XLIFF for exchanging texts reduces risk of missing structure
* Quotes, with display of required and available credits
* Languages and Expertise are fetched through the API and are always up t odate
* Ability to manually pull translations
