It would be nice to allow for a url parameter like no-track which then xAPI statements generated server side (right now just content types) to respect that setting.

What do you mean? You want an url parameter in like ?xapi=false that can be apended to the url to make sure the data isn't tracked? Can you give a use-case. Because in xapi each change in url should is regarded as new content. In that way, I would only support the DNT header.
