I installed this module and enabled it, but no obvious UI appeared for its additional functionality. I then read the readme file, which instructed me to go to
admin/config/taxonomy-tools/redirect (the functionality I was interested in)

but this page simply stated "You do not have any administrative items." even though I was logged in with an admin account which has the correct permissions.

There was an additional menu item at
http://dev-at.xeq.nz/admin/structure/menu/manage/management
pointing to
/admin/config/taxonomy-tools

But this link wasn't appearing on the admin menu, or on the configuration page, so the module does nothing. I tried running update.php and running drush cc all but it made no difference. Any ideas?

Please check that if you have enabled taxonomy_tools_redirect, taxonomy_tools_publisher, etc module. Once you will enable it then you would be able to access it through admin/config/taxonomy-tools.
