Rules Integration

What I'm trying to do is allow users to create terms, but have them moderated before they are available for use to prevent duplicates, misspellings, and the like. Rules has the first part needed in the ability to check for "Before saving a taxonomy term" or "After saving a taxonomy term." I just need the action that would mark the new term as unpublished/
