Should be just help text output into a <div class="description"> div.

As is, both are output... so when I remove the help text for TSS vocabs, content types where TSS is not used for the vocab there is no help text.

You are correct. I've just checked the taxonomy.module and only help is used for description in node edit form.

Fix it for coherence with Drupal core.
