Anonymous User Not Following TAC Permission Settings for Term

Hello,

My Drupal configuration seems to be running into trouble with Taxonomy Access Control and anonymous users. I have configured a number of taxonomy terms that all seem to work successfully with both specific user roles, as well as anonymous users. But there is one specific taxonomy term that is does not appear to behave as expected with anonymous users.

Below is the default TAC configuration for anonymous users as well as the TAC configuration for the vocabulary and term in question (Vocab - Member Roles, Term - 'All Members')

Let me know if you have any ideas why this may not be working as expected.
