How do I change it so that an anonymous person can view the homepage?

I tried changing the permission for the home page mention and the access denied page still came up.

Any help you could offer would be greatly appreciated.

What's "permission for home page mention"? There is no such permission.

You should be able to make Tattler public by just setting regular Drupal permissions like "access content".
