There is something in the Rubik theme that, when using the panels in place editor (ipe), forces the editor into edit mode by default. It doesn't happen on other themes. It's possible it's the Tao theme too, not sure where the problem is. But when the panel page first loads, it has the regions in edit mode which is incorrect. Using the latest dev versions of panels 6.3 an chaos tools.

To reproduce, install the latest version of panels and chaos tools for drupal 6. Install tao rubik. Then create a panel page with a url like /admin/foo; use the "in place editor" as your renderer under the general tab. This will cause the rubik theme to load. You'll see your panel regions are in edit mode.

Use the "seven" theme, it's better with ipe. Not knocking Rubik/Tao, but seven works really well with ipe and panels.

Hope you don't mind, but this does not seem to be a Rubik issue. Tao base themes do the same thing. Not sure why yet. Most odd. =/
