Is there a module available to parse csv file data and insert it into database in drupal7

Hi,
Is there a module available in drupal 7 to parse csv file data and insert it into database.
1. I used both the TableField module and File Table Formatter modules. But it seems that both the modules just show the data on the page in tabular format instead of inserting them in database tables.
2. Also as both the modules only render the data on the page so each time i upload a new CSV it overwrites the old data. I need to insert the new data in the table without replacing old ones.
3. After inserting i need to export the entire data.

Is there a module available in drupal 7 to do all these?
