What's with this?

SystemMask lets you arbitrarily set modules as required by Drupal or as hidden by setting additional variables within the settings.php file for a given site. It works well for hosted solutions that need to force certain modules to be enabled. It also works well alongside the like of Strongarm.

Why so long?

Drupal 6 made making this module for it nearly impossible due to sheer complexity of the admin forms. Conversely, Drupal 7 made it stupidly simple. Seriously, check out the source for this module.

Check out the README.txt file. It contains everything you need to know to get started.

What about permissions and configuration?

Configuration can be forced with Strongarm. I'm not aware of a solution yet for permissions, but, may end up creating something in future (I would accept patches for forced permissions, as I'm sure Strongarm would).
