I believe I've found the problem. It looks like the starterkit.sql is empty.

It would appear the devs don't want you to use this as victor spotted the problem over a month ago and still nothing has been done. Surely this should involve nothing more than a database dump of the Arctica demo site? Not much time taken to do that surely.
