Send an email to the administrator when a comment is marked as spam and the user provides a feedback.

Currently, what happens if:
the general setting is: "Prevent spam from being posted, notify visitor" and the visitor provides a feedback?
Shouldn't the comment be posted (unpublished) anyway, together with the feedback, for administrator review?

Or is there a way to notify admin when spam is blocked (so that it doesn't even show up in the unpublished comment/spam listing)?
