Feature access within an OG space shouldn't be dependent on membership

Function access_feature() in spaces_og.inc checks whether the user is member of the group before providing access. This is not correct. OG permissions decide who has access to the group. Based on the settings, even non-members can have permission to use that feature. Hence there is no need for this function. Adding the patch soon.
