Problem/Motivation
When you visit a page where commenting is disabled you still see the comments box and it just looks like it's broken:
Steps to reproduce
- Login as LU or SM
- Go to any nodes where commenting is disabled and scroll down to the bottom
Proposed resolution
- Add additional check to display comment box only when it's enabled
