Allow different "display_bubble_format" for $value and $value2 [#2033287]

Attached please find a patch that makes different bubble format to $value and $value2. When you set:

'#display_bubble_format' => 'Min.%{value}%||Max.%{value}%'

Then you'll see the 2 handles on the slider shows different bubble format:
