A new comment gets the word "new" after its title. Since it is within a SPAN, it's not affected by the styling in appearance.css (line 310) :
.new {border-color: #C00;}
(span's don't have borders).
The text color should be used to highlight the "new" tag:
.new{color: #C00;}
