I'm getting log messages from Skinr:

Skinr can't apply your skin settings to this panel due to missing UUIDs. Re-export your panels to have their UUIDs added.

I don't know which panel it's referring to, don't even think I have any panels in place as of yet. And no idea how to re-export panels when I haven't exported them in the first place.

any ideas?

Perhaps you are on a panels page that is created by another module?
Old versions of panels did not include UUIDs, which Skinr needs in order to attach its skins to a panel (it won't know what's what otherwise).
