I have a test site with skinr installed.
If jquery_ui is not working correctly, clicking cog->edit skin goes to a page where you can edit the skin in question. The live preview feature works, changing the settings is instantly reflected in the skin in question.
If jquery_ui is working correctly, clicking cog->edit skin opens a dialog. This dialog is far too small to see everything, and has no scroll bar. When I add a scroll bar to the dialog by manually editing the inline css style of the dialog with firebug, trying to change settings causes ajax errors.
Is this a real bug? Or is there some configuration I've missed?

The docs specify which versions of each it's reported to work with.

I'm experiencing the same problems... the versions I have of the required plugins are:
Drupal 6.24
Skinr 6.x-2.x-dev
JQuery Update
JQuery UI 6.x-1.x-dev
JQuery Update 6.x-2.0-alpha1+7-dev
Dialog 6.x-1.0-alpha2
Essentially when clicking 'Edit Skin' in the cog menu it presents a dialogue without anything in it apart from 'Skinr settings for node type X' and a 'close' link. I've attached an image.
Any help would be greatly appreciated
