I ran into this issue today. I was trying to test a branch of the Bibcite module that drops PHP 7 compatibility, and the module consistently failed under PHP 7.4.

Your PHP installation is too old. Drupal requires at least PHP 8.0. It is recommended to upgrade to PHP version 8.1.6 or higher for the best ongoing support. See PHP's version support documentation and the Drupal PHP requirements page for more information.

This seems like a good place to begin the d10 upgrade work, starting with adding support for PHP 8.1.
