/admin/config/media/file-system shows

Private file system pathNot set
An existing local file system path for storing private files. It should be
writable by Drupal and not accessible over the web. This must be changed in
settings.php

There doesn't appear to be any way to access settings.php or to test how
modules interact with a private file system. Is my understanding of this
correct? I can understand why you would not want to make this available; it
would be good to address in the Q&A.

Task

Does anything speak against allowing private files?
If not it should be added to the settings.php by default.
If though it should be documented in the Q&A

+1 for adding a default private file system. This can be useful for testing module / debug with this specific configuration for file / image.
