That confirmation form isn't used and the current architecture doesn't allow to do something like that currently. I'd say we should just remove it.
Ultimatively, I think we should aim for replacing the Newsletter and Subscription pages with Views + VBO, which offers much better filters and operations support, including configurable confirmation forms and what not. But that's something for later.
