When I attempted to enable the simplehtmldom module I got an error message directing me to download content from http://sourceforge.net/projects/simplehtmldom/ with instructions to manually create the file path sites/all/libraries/simplehtmldom/ and populate it with the missing file: simple_html_dom.php. The link was not a direct download of the missing file, but a zip containing several files and folders. I had to find the correct file and replace it manually.

This is exactly how it works now. I don't see any bugs here.
I can agree that it's not very convenient but it's the Drupal.org policy. We don't store third-party libraries inside a module repository.
