In the Main Menu configuration , there is the option to set the menu to be always appear expanded :

If selected and this menu link has children, the menu will always appear expanded.

But it doesn't work...

You need to make sure that the individual items (the children) in the main menu are also set to show as expanded.

Either that or make use of a module such as Superfish which I believe has an option to Expand all children.
