Not getting the filter value

I thought I had Similar By Terms working with Drupal 8.1.1, and documented my approach completely here:

But what I have found is that it works great when I put a Node ID in the Preview textfield when creating the view, but then when I create a block, then make sure that block shows up on all of my nodes, I don't see the correct results.

When I first configured the view, for the "When the filter value is not available" selection, I chose "Display all results for the specified field." When I did this I saw the block, but it showed the same results on every node.

Then I changed that setting to "Hide view", and after doing that, the view no longer shows up on any page. So my current assumption is that it's not getting the "Similar By Terms: NID" field for any node, for some reason.

FWIW, for me this is a "blocker" bug, but I just put a Normal priority on it here.
