shorthand 8.x-2.4

Added some community fixes/additions as well as some internal changes to accommodate how shorthand serves media.

• The "access shorthand story overview" permission is not being used.
• Make \GuzzleHttp\Client request timeout configurable
• Missing hook_theme - presentation not customizable
• Fixed thumbnail references - avoids hotlinking back to media.shorthand.com
• Slight CSS fix to broken loading spinner on new story saving.

** If hotlinking thumbnails to media.shorthand.com you'll now be required to point the thumbnail URLs elsewhere - with this update that is now easily done when saving a story; the input field will display {Shorthand Local} in a URL where you would like to pull down the Shorthand-provided thumbnail. The {Shorthand Local}section will be replaced with the exact Drupal storage location once the story has been transferred.
