taxonomy.getTree returns wrong response for empty vocabularies.

When calling taxonomy.getTree for a vocabulary that exists, but has no terms, I get a 404 response with the message "No vocabulary with id @vid found.". I'd expect this to return an empty array, and that message to come back if the vocab doesn't exist.
