Is global redirect needed with redirect enabled?

The Redirect project page says that GR's "basic functionality" has been merged into that module, but from looking at the issues queue, it looks like there's considerable doubt about that: #905914: Merge global redirect functions into Redirect module

So it looks like for now we still need both of those modules. Once they actually get all of GR's functionality successfully merged in that may not be the case, but right now there's no telling how long that's going to take.
