Named anchor hash # links are converted to /%23 when "Output as a link" [#2012320]

In the Title section for example, when selecting "Output as a link", and entering an anchor link such as #accessory or somepage#section, the link is being rendered as "/%23accessory" and "somepage/%23section" instead of the hashed link as it was typed in. Is this a bug, or is this by design?

I took a slightly other approach since the patch from #1 seemed to remove the functionality // If token outputs a link (like the Link field) lets parse out the url..
