Release notes

Fix two bugs:
- The admininstration links feature no longer requires the user to enter text into the CAPTCHA solution field before any form can be submitted.
- Store the solution using the CAPTCHA module's code, rather than relying on a PHP session. This fixes the CAPTCHA for anonymous users who have no session cookie.
