Update core to 9.1.12 and update CKEditor plugins due to recent security releases in both. Also updates patches that were bundled with some contrib and failing to apply in previous version.

Breaking Changes / Upgrade Guide

Due to changes in version numbers on three CKEditor plugins, you must update your project composer.json to fetch the correct versions of these libraries. See the Sector Project Template for a working example.

In the composer repositories block, ckeditor-plugin/templates and ckeditor-plugin/link need the package.version and package.dist.url updated to 4.16.0. ckeditor-plugin/fakeobjects needs its package.version and package.dist.url updated to 4.16.2.
