There is a check in SearchApiMultiFacetapiTerm class that hides all facets that have a count of 0, even if the setting for that facet is set to show facets with a count of 0. The build should respect that setting

Code looks good. I wasn't able to fully test this manually since I didn't have any facets that were empty. But a pure code review seems to me this would work.
