This is a small issue, but I have run into it a couple times so I figured I would post a patch. Basically, when Search API is told to search over a disabled index it throws an exception saying that once cannot do that. This patch just adds the configuration link to "enable" the index if the user so chooses.
I don't know the permissions that well around this and it might be necessary to not show the configure link if the user doesn't have permission, but here is a start to the conversation with the attached patch and a screenshot of what that behavior looks like.
