Limits? I'm not aware of any. Rules uses the cache system to cache the rules, so when an event happens it just gets any configured rules from the cache and evaluates them.
Plans? Benchmark it. Improve it to only include the .rules.inc of the really executed actions/conditions. Now it includes all .rules.inc whenever a rule is being executed.
