I am moving this issue to the OG queue because 1) This requires help from someone familiar with OG, and 2) I suspect, given the above issues, that the problem lies in OG.
If you can trace the problem to something wrong in Rules, then feel free to move the issue back to the Rules queue along with instructions for reproducing the error without OG - if it's a problem with Rules you should be able to do that and that will make it possible for us Rules people to reproduce the problem and fix it without being experts in OG.
