Your Stackexchange post indicates you're having a problems with a Commerce-specific task accessing Commerce data in PHP code. The Rules issue queue is not really the place to get help with that, as you no doubt gathered after 2 years without a response. Support questions for the Commerce module should be asked in that module's issue queue, where people are familiar with the internal architecture of Commerce and how to access its data.
