I have configured rules and it work perfectly, but it stop working after 2 or 3 days. When I do flush all cache in Drupal it's working again.

Huh, I just noticed this too - created a rule last night, tested it & it worked fine but wasn't working this morning so looked at the issue queue and saw this, did a 'drupal cr' and it works again.

I'm getting the same issue on a Drupal 7 + Commerce website.

Is there any way to adapt the patch to D7, ideally without depending on Symfony? If not, does anyone know an alternative approach to resolving the same issue?

I had the same issue, emails triggered by the Rules module but randomly.
This patch resolved my problem as well
