We need a loop action. It implements the ActionExpressionInterface and is an action expression container which can contain multiple actions.

Great - looks pretty nice already. I added some remarks to the PR. Mostly I think this misses support for looping over selected data like node:field_multiple - I think we need to fix this as it is the #n1 use case for lists, else this seems read to go :) Variable saving of list items is also left open but that can definitely be a followup.
