I am trying to setup separate robots.txt file for each language, but the output is the same robots.txt in all languages, check this

Core provides option to have translatable configuration.
Attaching patch that changes config to translatable config, so after saving initial robotstxt settings in /admin/config/search/robotstxt you will get tab to add translations.
