When an item of content is created by a user who isn't allowed to publish nodes it appears in the "Unpublished" list for the user who is allowed to publish nodes, but when that users clicks to view it there is no revisions tab. This means there's no way to publish that node other than editing the content and ticking publish (thereby creating a new revision).
This wasn't the case with version 6.x-2.6 as a "Publish this revision" link was present.
The functionality works fine once there's more than 1 revision.
Any ideas?

Sounds like a little regression slipped in, although the latest official release was in dev for a while and quite a few people used it, as evidenced by the stats.
I will fix this ASAP.

Development snapshot is usually generate at around 2:30pm GMT, I think...
Oh BTW, the fix was actually in Module Grants, so that's the only module you have to update, unless you're interested in the new experimental 'view own revisions' permission... #513078: Flexible revision permissions., in which case you need to upgrade Revisioning also.
