Problem/Motivation

It would be nice to restrict this functionality by permission.

Proposed resolution

Add a permission to skip the ip requirement. Users with that permission could access the route even if they do not meet the IP requirements.

Not really sure what the intention is re: 1.x/2.x so raised an MR for both.

Please look at and review #3524482: 2.0.x Drupal 11 compatibility.. That will help for 2.x, and then we can reroll the 2.x MR once that issue is fixed.
