redirect 8.x-1.0-alpha3

The third alpha release for Redirect includes a major refactoring of the functionality merged from the Global Redirect project and unified into a generic route/url normalization. Various settings have been removed.

This might eventually get into Drupal core as part of the following issue: #2641118: Route normalizer: Global Redirect in core.

Additionally this contains a fix for the exception on the 404 log page.
