Initial alpha release of the recurring_events module. Functionally equivalent to the 8.x-1.0-alpha1 release, but supporting semantic versioning.

This is the semantic-version equivalent of the 8.x-1.x-dev release. In all likelihood, recurring_events will skip a 8.x-1.0 release and instead move directly to a 2.0.0 semver release.
