cannot apply via built-in app

Hello,

when an applicant is logged and they try the "apply" link to submit their application, they are redirected to a page saying you need to complete your resumé and make it visible, even if their resumé is complete ,

So can you explain me
The workflow to apply via "job per template" ?
How can i make a resumé visible
How can an admin view others résumé, as i keep getting the 'access denied " page when i log as admin an try to view someone else résumé
