Hi,
I can see that the demo Recruiter site has a responsive background image on the front page.The distribution has not such an option to add an image.So,how can I add this image?Shall I use css or is this a module for this?

If you mean the image that is in the front page. You should added a block on the region Banner. On the recruiter installation this block is blank but you can add an image with some css to make it responsive. If you wish add a "Background image" wish you can Google for a module to allow you to do this. I have not used this one but this looks like is going to solve your problem - https://www.drupal.org/project/bg_image.

Adding background image is not part of this distribution.
